Head lights upgrade

Hi guys,

Please see the attached picture . my f30 came with adaptive xenon head lights.

There are 2 xenon bulbs, 1 on left and 1 on right.

There is no bulb inside the 2nd corona ring on either sides.

Can anyone tell me if I can install 2 more bulbs in there.. curious why there is no bulbs in there..
