2014 328,no fogs with parking lights?

in every BMW/MINI I have owned(this is the 10th) I have been able to turn the switch to parking light, inclusive of any drl, and turn on the fogs. it's just how I've run for the past 11years. this can not be done on my 2014?!! before I bought it I played with lights on a 2013 and they definitely did this. can this be coded?? do I need a new switch? owners manual says headlight

must be on to use fogs. WTF!? anyone know, or am I alone in this!
