fan won't shut off and spinning full blast

Hey guys it's kinda late and I can't really see or look as to why my cars radiator fan all of a sudden won't turn off and is going full blast even if the ac is off, it happen after I finished doing some canyon spirited runs/aunchs. I heard something rattling in the fan and that's when it started, I did some research and some people said that it can be a sign that the water pump us about to go out? Any info? :(
