Constant speed drivers

What is it with these people who hold everyone up by driving at a steady 40mph on completely clear de-restricted roads, and then when they come to one of the many villages around here blithely continue through the 20mph or 30mph zone still at 40mph, regardless of any potential dangers like kids on the pavement, cyclists, parked cars, road junctions, etc.



Do they have no awareness of anything going on around them?
